2027 Disaster Site Response Training for Instructors (DSRT) Application

All notifications of acceptance and correspondence will be received via email.

Program Outcome Expectations:
Participants complete a five-day program incorporating OSHA Disaster Site Worker Outreach training, FEMA incident-management coursework, and additional disaster-response safety instruction. Coursework includes:

  • OSHA’s 15-hour Disaster Site Worker (DSW) safety awareness training
  • Hazard Awareness and Communications
  • Incident Command System

This training covers two components:

  • OSHA’s Disaster Site Worker Outreach Training Program (15-hour) provides necessary training to workers who provide skilled support or clean-up services in response to natural and/or human-made disasters. All workers at disaster sites must understand the differences between disaster sites and regular construction or demolition worksites, and must be able to inspect, don, and doff air-purifying respirators.
  • The NPETE Disaster Response Training Institute is delivered by NPETE Master Trainers and covers interactive, hands-on topics including: Characteristics of a Disaster, PPE, Hand/Power Tools, Health Hazards, Risk Management, Stop the Bleed, Site Assessment, Incident Command, Search and Rescue, Utility Safety, Resiliency & Stress Management, Traffic Control, Fire Extinguisher Performance, Clean Out/Muck Out/Segregate, Chemical Hazard Identification, Debris Management, Mold/Asbestos, and Hazmat Disaster Preparedness Training Plan.

Upon successful completion of the course, participants will receive an NPETE DSRT Participant Card & Certificate as well as an OSHA Disaster Site Worker card, not to be confused with the OSHA Disaster Site Worker Train-the-Trainer authorization.

Reporting Requirement: Following training, participants may use Community College Consortium for Health and Safety Training (CCCHST) curriculum to train workers and responders in their local area and may charge for the courses they offer. Members are required to report training delivered by creating a profile and logging courses into the NPETE Data Management System (DMS) under the DSRT/HDPTP tab — including number of students trained, hours of instruction, and course types. NPETE reports this data directly to NIEHS as part of HDPTP program compliance.

Prerequisites upon Acceptance

Accepted applicants must complete the following before attending. Login information and links will be provided upon acceptance by Tim Hunter, thunter@nationalpete.org:

  • Complete two FEMA online courses (if completed within the last 7 years, send certificates to NPETE instead): ICS 100 – Introduction to ICS (3 hrs) and ICS 700 – NIMS Awareness Training (3 hrs)
  • Complete the following NPETE Online Modules: Module 1 – Regulations Overview (1 hr); Module 3 – Health & Physical Hazards (2 hrs); Module 4 – Hazard Recognition (1 hr); Module 5 – Radiation Hazards (1 hr); Module 6 – Respiratory Protection (1 hr); Module 10 – Decontamination (1 hr); Module 11 – Medical Surveillance (1 hr)
  • A signed letter from a licensed physician confirming medical clearance to wear respiratory protection (must be submitted to NPETE prior to arrival)
  • Complete and submit the NPETE Medical Questionnaire (included in application)
  • Submit a non-refundable $100 registration fee via the link provided upon acceptance

Logistics (Details will be provided to Accepted Participants)

Training Site: The Treasure Coast Public Safety Training Complex at Indian River State College (IRSC), 4600 Kirby Loop Road, Fort Pierce, FL 34981 | PH: (772) 462-7150. The 50-acre, eight-building Complex is recognized nationally and internationally for its proactive approach to disaster prevention, response, recovery, and relief.

Schedule: Arrive by Sunday, January 10, 2027. Training begins Monday, January 11 at 8:00 AM Eastern and runs through Friday, January 15. Training hours: 8:00 AM – 5:00 PM (may extend to 6:00 PM). Participants must attend the entire program to receive credit.

Dress: Casual and field-appropriate for both indoor classroom time and outdoor hands-on activities; all activities proceed rain or shine. Closed-toe shoes or work boots required — no open-toe shoes or high heels. PPE provided. Bring: rain gear, hat, sunglasses, sunscreen, and mosquito repellent. January weather in Fort Pierce averages a high near 75°F and a low near 45°F with moderate to considerable humidity; the UV index is high.

Travel: Travel is the participant’s responsibility. NPETE reimburses up to $825.00 for basic economy air/travel and $450.00 for car rental/ground transportation, plus per diem (7 days max), upon successful completion. Full attendance for the entire program is required to qualify for travel reimbursement. Participants are responsible for costs even if they withdraw and must cancel or change reservations. IRSC is approximately 112 miles southeast of Orlando International Airport and 60 miles north of Palm Beach International Airport.

Lodging: Hotel TBD — details will be provided in your acceptance letter. NPETE reimburses at the NPETE-negotiated rate for a maximum of 6 nights. Most attendees depart Friday; a limited room block is held for Friday night with Saturday-morning checkout for those unable to depart the same day. Each participant is provided their own room; NPETE does not cover incidentals. Lodging outside the training window or for non-participating companions is the participant’s cost.

Meals: Breakfast may be provided at the hotel or on your own; lunch is on your own. Snacks and beverages are provided. All other meals, including travel meals, are reimbursed at the GSA per diem rate. Submit your reimbursement form within 30 days of the Institute.

Professional Behavior: Failure to comply with professional conduct standards may result in withdrawal of reimbursements and/or expulsion from the program. All participants must: inform NPETE staff of any medical conditions that may affect participation prior to attending; attend all sessions and activities; work as a team member during scheduled drills; avoid side conversations during presentations; treat presenters, staff, and fellow participants with respect and professionalism; follow all dress, PPE, security, and safety requirements; be punctual; and comply with NPETE’s Anti-Harassment Policy.
